"Melee Hits Fortify
-3 to maximum Fortification"

If you pick that mastery, then you would get fortify on every melee attack hit, right? But what does -3 to maximum Fortification mean? I dont get it?

Fortify stacks from now on - the defaultlvl is 20. minus 3 means, you can´t have the bonus you get from having "full" fortification (unless you take the second fortify-mastery to get "+3 fortify").

The full range of what-it-means-to-have-full-fortify i don´t know... hope, this helps.

All it does is eliminate the need for any Fortify support...it doesn't guarantee you will gain Fortify on hit (Fortify support doesn't either). You still need to meet the new damage threshold req's on each hit to determine how much Fortify you gain, if any.

Default max Fortify is 20, and that mastery drops it to 17. There are +6 in the passives around it though which can take you up to 23. There's also another +3 you can get from mastery in the other Fortify cluster. But getting the 100% increased duration might be a better choice if you're struggling to gain Fortify, especially against bosses and such.
